Willow has been at a centre for delinquent girls. She has learnt that the Guardian is often too busy to get to the bottom of things so that a denial often results in punishment being abandoned. Sarah knows that standards have been slipping and that this gives girls like Willow the freedom to steal and cheat and knows that she must try and get back on top of the situation. She tries to get Willow to admit her guilt by strapping her hands harshly, Willow initially laughs but you can soon see that this is all bravado.
